Jean-Luc Moner-Banet named ULIS President to strengthen sports integrity
United Lotteries for Integrity in Sports (ULIS) has entered a new chapter with the election of Jean-Luc Moner-Banet as President and the confirmation of a new Executive Committee at its General Meeting in Bern, Switzerland.
The leadership change comes as the organisation continues to sharpen its efforts to protect global sport from manipulation and illegal betting activity.
Experienced hand at the wheel
Moner-Banet is no stranger to the sector. With more than three decades in the lottery and gaming industry, he has built a reputation as both a strategist and an operator. He joined Switzerland’s Loterie Romande in 1998, moving quickly into senior roles before being appointed CEO in 2007, a post he still holds today.
His influence stretches far beyond the Swiss market. From 2012 to 2018 he served as President of the World Lottery Association (WLA), during which time he helped raise international standards on transparency and governance.
Within European Lotteries (EL), he has been active since 2009 and recently chaired its Sport & Sport Integrity Working Group. Since 2019, he has also headed the WLA Betting Integrity on Sports & Horse Racing Committee, coordinating efforts to tackle match-fixing and illegal betting across borders.
Building global integrity infrastructure
Moner-Banet played a key role in the creation of the European Lottery Monitoring System (ELMS), a collaborative effort designed to flag suspicious betting patterns. What began as a European project later expanded into the Global Lottery Monitoring System (GLMS), widening its scope to cover betting markets worldwide.
In 2022, GLMS rebranded as ULIS to reflect its broader mission: uniting state-authorised lotteries across the globe in defence of sport integrity. Today, ULIS operates as a central hub for monitoring, intelligence-sharing and collective action.
Speaking after his election, Moner-Banet said: “It is a great honor to take on the responsibility of leading ULIS at a time of technological transformation that impacts our sports betting lottery community.
“As President, I am committed to driving forward new partnerships, innovative initiatives, and ensuring that ULIS continues to set the global standard for integrity in sports. This is an opportunity to strengthen the lotteries’ collective impact on our industry, and I am ready to make it happen.”
What comes next
With Moner-Banet at the helm, ULIS is expected to step up its engagement with regulators, lotteries and sporting bodies worldwide. The organisation’s remit is likely to expand further, positioning state lotteries as a vital bulwark against corruption in sport at a time when betting markets are evolving rapidly.
