MGA informs stakeholders of AMLA public consultations on draft AML/CFT regulatory standards and guidelines
The Malta Gaming Authority wishes to inform relevant stakeholders that the EU Anti‑Money Laundering Authority (AMLA) has launched two additional open public consultations on draft Regulatory Technical Standards (RTS) and Guidelines issued under the EU Anti‑Money Laundering Regulation (Regulation (EU) 2024/1624) (the AMLR).
Draft Guidelines on Business‑Wide Risk Assessment (Article 10(4) AMLR)
AMLA has issued draft Guidelines on Business‑Wide Risk Assessment pursuant to Article 10(4) of the AMLR. These Guidelines set out minimum expectations for obliged entities when identifying and assessing money laundering and terrorist financing risks across their operations.
A public hearing in relation to these draft Guidelines is scheduled to take place on 28 May 2026, between 10:00 and 12:00 CET. Interested parties may register via AMLA’s website here.
Draft Regulatory Technical Standards on Group‑Wide Requirements (Articles 16(4) and 17(3) AMLR)
In addition, AMLA has launched a public consultation on a further set of draft Regulatory Technical Standards (RTS) on Group‑Wide Requirements under Articles 16(4) and 17(3) of the AMLR.
A public hearing on these draft RTS will be held on 20 May 2026, between 10:00 and 12:00 CET, with registration details available on AMLA’s website here.
Participation and deadlines
The Authority strongly encourages stakeholders to review these initiatives and to actively participate in the consultation process by submitting feedback directly to AMLA, taking into account their operational experience and business models.
The deadlines for the submission of consultation responses are as follows:
- feedback on the draft RTS under Articles 16(4) and 17(3) of the AMLR must be submitted by 15 June 2026; and
- feedback on the draft Guidelines on Business‑Wide Risk Assessment under Article 10(4) of the AMLR must be submitted by 15 July 2026.
Reminder on previously issued RTS consultations
The Authority would also like to remind stakeholders that the deadline for submitting feedback to AMLA in relation to previously issued RTS consultations is 8 May 2026. These consultations cover the draft RTS issued under Article 28(1) of the AMLR in relation to customer due diligence, as well as the draft RTS issued under Article 19(9) of the same Regulation concerning the criteria for identifying business relationships, occasional and linked transactions, and the determination of lower thresholds.
The Authority acknowledges the value of industry input in shaping the practical application of the EU AML Package. To this end, the Authority remains available to engage with operators on sector‑specific considerations and on aspects of the draft RTS. Authorised Persons are also welcome to submit any written feedback to the Authority, which will contribute to its continued work and engagement in this area.
